AI applications have moved beyond simple tool adoption into a deeper phase of knowledge governance. Facing ever-changing industry challenges, single-domain expertise is no longer sufficient, making cross-domain knowledge integration an imperative. The Institute for Information Industry (III) has partnered with four major institutional think tanks to launch the "Institutional Think Tank AI Knowledge Platform," designed for cross-domain integration. On 21st July 2026, III formally signed a memorandum of understanding with four strategic partners — the Chung-Hua Institution for Economic Research, the Development Center for Biotechnology, the Food Industry Research and Development Institute, and the Taiwan Textile Research Institute — with the goal of jointly building a cross-sector shared AI knowledge ecosystem and expanding the industry impact of institutional think tank research in the AI era.
In his remarks, Dr. Chun-I Fan, President of III, noted that rapid shifts in the global political and economic landscape are presenting enterprises with unprecedented challenges. He noted that institutional think tanks have accumulated extensive research findings, industry data, and policy insights over the years, and that effectively integrating this existing domain knowledge with data assets could transform them into a key driver of industrial innovation. He added that the signing of this MOU marks an important milestone in launching the "Institutional Think Tank AI Knowledge Platform," which will strengthen intelligence connectivity and data asset utilization among institutional think tanks, improve the efficiency of knowledge retrieval, analysis, and decision-making, and deepen cross-disciplinary research exchange and innovative applications.
Chris Hung, Director General of the Market Intelligence & Consulting Institute (MIC) at III, further explained that the vision behind the "Institutional Think Tank AI Knowledge Platform" is to serve as enterprises' dedicated institutional think tank data advisor. Built on MIC's generative AI research achievements and combined with the AI research capabilities of III's Digital Transformation Research Institute, the platform brings together the research cores of five institutional think tanks and incorporates Retrieval-Augmented Generation (RAG) technology. The approach enables enterprises to draw on a vector database spanning diverse fields — including electronics and information technology, textiles, food, biotechnology, and macroeconomics — helping them quickly generate research reports and production-sales data, track forward-looking issues, and dramatically reduce the time and cost of filtering and organizing information.
III stated that this collaboration marks a key step for Taiwan's institutional think tanks in formally advancing knowledge sharing and cross-domain co-creation. The signing ceremony was successfully completed with the joint participation of Hsien-Ming Lien, President of the Chung-Hua Institution for Economic Research; Tsai-Kun Li, President of the Development Center for Biotechnology; Chii-Cherng Liao, Director-General of the Food Industry Research and Development Institute; and Hung-En Chen, Deputy General Manager of the Taiwan Textile Research Institute. It is hoped that this new collaborative mechanism among institutional think tanks will become a key force driving Taiwan's industrial innovation and development in the future.
