The Institute for Information Industry (III) has entered its third year of developing third-party services. Setting aside the controversies surrounding competition with the private sector, III upholds the philosophy of "creating value collectively for the public" and returns to its original mission of "facilitating the development of the information industry." Leveraging its expertise in Information and Communication Technology, III assists various industries in enhancing their specific operational environments. By developing compliance and certification services in areas such as chip cybersecurity, AI, cloud services, cross-border data transmission, and carbon data standards, III not only enhances the international competitiveness of Taiwan's manufacturing, IT services, and semiconductor industries, but also aims to establish a robust ecosystem, laying a strong foundation for the advancement of Taiwan's information industry.



In the past, the Institute for Information Industry (III) played multiple roles, including those of a vendor and senior consultant. Nowadays, Taiwan boasts an ample supply of IT talent. III’s President, Cheng Hung Cho, describes the industry ecosystem as a large symphony orchestra. If communication is lacking or resources are unevenly distributed, there needs to be a "conductor" to coordinate efforts—this highlights the importance of third-party services. III is dedicated to promoting technology and compliance certification services, offering digital transformation consulting, forward-looking industry think tanks, and professional talent development. These efforts aim to address critical issues of the industry such as gaps in industry standards, cybersecurity service needs, and technical consulting deficiencies.



Establishing Case-Taking Principles and Expanding Strategic Investments, III Adopts a Third-Party Approach to Avoid Competing for Profits with the Private Sector.

In addition to steadily advancing the establishment of a comprehensive digital innovation ecosystem for the manufacturing, IT services, and semiconductor industries through its third-party services, the Institute for Information Industry (III) has also been undergoing internal organizational restructuring. After two years of internal communication, nearly 2,000 employees have aligned with the third-party objectives. President Cheng-Hung Cho, citing Henry Ford's famous quote, noted, “If everyone is moving forward together, success takes care of itself.” Similarly, as III undergoes transformation, collective effort is essential. He observed that in today’s industrial landscape, there is a lack of a "third-party collaborative organization" to bridge the gap between supply and demand, which is where III can truly make an impact.



Cheng-Hung Cho believes that in order not to compete with the private sector for profit, the Institute for Information Industry (III) has established comprehensive case-taking principles. III has gradually withdrawn from low-relevance R&D projects and does not participate in certain government public tenders. Additionally, III plans to expand its internal strategic investments by more than NT$100 million, introducing innovative business model management tools to swiftly adjust research topics in response to market trends. By regularly consulting with internal and external experts, III adopts a "think tank constellation" approach to meet various research needs. Meanwhile, the organization remains focused on strengthening the industry's technical R&D and infrastructure development, aiming to enhance the industrial ecosystem through simultaneous internal and external innovation.



III's 45th Anniversary Forum: Ministers of Digital Affairs and Environment, Along with Japanese Research Experts, Advocate for Digital Net-Zero

In the future, in addition to continuously supporting Taiwan's industrial innovation and digital transformation, the Institute for Information Industry (III) will also focus on promoting the application of digital net-zero solutions within businesses and government institutions to achieve environmental sustainability. To this end, III hosted a series of forums titled "Digital Sustainability and Net-Zero: Innovating with Connectivity" on July 24th, as part of its 45th-anniversary celebration. The event featured discussions with Minister of the Ministry of Digital Affairs Yen-Nun Huang, Minister of the Ministry of Environment Chi-Ming Peng, and industry experts. Additionally, Takashi Morisaki, Chairman of the Board of Mitsubishi Research Institute (MRI), delivered a keynote speech on how technology can drive the implementation of digital net-zero practices.
