Communications Stay Unobstructed When Disasters Strike Taiwan Unveils First Homegrown “Resilient Satellite Communication” Solution to Strengthen Network Resilience

On July 31st, the Institute for Information Industry (III) hosted the “Resilient Satellite Communication Technology Presentation”, attended by Hui-Min Chen, Deputy Director General of Administration for Digital Industries (ADI),  the Ministry of Digital Affairs (MODA), who commended the local teams for their innovative achievements in integrating communications resilience and CyberSecurity.

Whenever earthquakes strike or typhoons sweep through, damage to undersea cables or the collapse of base stations can severely disrupt communications, creating critical challenges for emergency response and coordination. To build a safer and more reliable digital communications infrastructure, the Institute for Information Industry (III) and Pyras Technology on the 31st jointly hosted the “Resilient Satellite Communication Technology Presentation,” unveiling Taiwan’s first domestically developed high-resilience communications system, dubbed “Resilient Satellite Communication”. Leveraging low-Earth-orbit (LEO) satellite support and robust CyberSecurity protections, the system is designed to maintain uninterrupted connectivity even under extreme conditions, safeguarding the communications lifeline for disaster response and mission-critical operations.



“Resilient Satellite Communication” is a non-terrestrial network (NTN) solution jointly developed by Pyras Technology, the CyberSecurity Technology Institute (CTI) of III, National Taipei University of Technology, Octon International, and KeyXentic. When terrestrial networks fail, the system can seamlessly switch to LEO satellite links for signal transmission, delivering a stable, uninterrupted, secure, and resilient communications service. During emergencies, the solution ensures continuous connectivity for critical stakeholders—including government agencies, firefighting services, medical institutions, disaster prevention systems, and remote communities—thereby strengthening the reliability of Taiwan’s digital communications infrastructure.



The CyberSecurity Technology Institute of III has long focused on communications security, Internet of Things (IoT) security, and resilience architectures, with a strong foundation of key technologies. Under the “Resilient Satellite Communication” project, the institute validated anomaly detection and defense technologies for VoIP systems, effectively blocking abnormal connections and potential cyberattacks during communications, significantly enhancing system stability and trustworthiness in extreme scenarios.



Notably, the core technologies underpinning the “Resilient Satellite Communication” solution span LEO communications modules, CyberSecurity mechanisms, cyber offense-and-defense technologies, and field validation. From communications modules and VoIP platforms to encryption algorithms and resilience architectures, all critical components are fully developed and controlled by domestic teams, eliminating reliance on foreign supply chains or commercial platforms and effectively mitigating the risks of technological embargoes and external interference.



Hui-Min Chen, Deputy Director General of the Administration for Digital Industries under the Ministry of Digital Affairs, attended the event and noted, “The government is proactively advancing five core policy areas, including AI applications, data governance, and next-generation communications.” She further emphasized, “The government’s role is to guide and catalyze innovation, helping startups and industries take the first step. Many enterprises are willing to invest their own resources and expand applications under policy guidance, demonstrating strong industry momentum. The government will continue to facilitate resource matching and policy support to foster a healthy innovation ecosystem and accelerate technology deployment and adoption.”



Mars Kao, Deputy Director General of CyberSecurity Technology Institute of III, stated that the goal of “Resilient Satellite Communication” is not only to ensure uninterrupted signals, but also to achieve “zero security gaps.” In extreme environments, he noted, communications systems that lack adequate defenses or rely on external suppliers can pose significant risks. The CyberSecurity architecture led by the institute strengthens protection and trust at every layer—from authentication and control to detection—aiming to deliver a domestically developed communications solution that can connect reliably, defend effectively, and be independently operated and maintained, achieving comprehensive control from connectivity to security.



Director of Pyras Technology Keng Chen indicated, “Pyras Technology’s long-standing engagement in defense and military communications has underscored the critical importance of CyberSecurity and communications autonomy in national defense applications. These two capabilities are essential not only to system stability and security, but also to mission success and overall national resilience. The original vision behind “Resilient Satellite Communication” was to translate years of accumulated communications expertise into a resilience foundation accessible to the public—supporting post-disaster response, connectivity in remote areas, and continuous communications for critical infrastructure—thereby realizing the goal of autonomous, secure, and trusted communications.



The launch of “Resilient Satellite Communication” represents not only a technological breakthrough, but also a major milestone in Taiwan’s efforts toward infrastructure self-reliance and next-generation communications security. Looking ahead, III, Pyras Technology, and related partners will continue to promote pilot deployments, standards development, and cross-sector collaboration to deliver high-resilience communications solutions for industry, government, and public safety agencies, further strengthening Taiwan’s communications assurance and CyberSecurity autonomy amid global challenges.
