The establishment of the Institute for Information Industry (III) was a creative and visionary decision of Taiwan's Executive Yuan. In response to the rapid changes in the international environment in the 1970s, and triggered by a global energy crisis, protecting trade policies of the industrial nations, and accelerated scientific and technological developments, III was chartered in 1979, as a collaborative enterprise of the government and private-sector industries, for assisting Taiwan to break away from its traditional reliance on labor-intensive industries into an emerging technology-intensive industries.
Eight years later after the inception, Market Intelligence & Consulting Institute (MIC) was created when III spun off its Technology Research Division. The newly created MIC was given the responsibility of industry research. It adopted the approach of working collaboratively on the Information Society Project under Industrial Technology Department of the Ministry of Economic Affairs (MOEA), and cooperating on the Electronic Database Sales Reporting System Plan with MOEA's Industrial Development Bureau. Then, MIC was expanded and strengthened by added resources from merging with III's Computing Information Service Center in 1991.
