The Innovative Digitech-Enabled Applications & Services Institute (IDEAS) is the most preeminent e-commerce research and development institute in Taiwan. Formed by a merger of the III's Advanced-Commerce Institute (ACI) and IT Promotion Division (ITPD) in 2006, its mission is to advance the development of e-commerce applications through a program of core technology R&D and a program for developing industrial e-commerce applications. For this mission, IDEAS coordinates resources from the government, industry, and other academic and research institutes. IDEAS's ultimate objective is to assist Taiwan's industrial sector to make a smooth transition to an information-based economy.

IDEAS actively coordinates with Taiwan's government on policies making aimed at upgrading domestic manufacturing and traditional industries through the expansion of leading e-commerce methodologies. An example is IDEAS's assistance to the Industrial Development Bureau's Taiwan Industrial Global e-Marketplace Project (TIMGlobe). TIMGlobe provides an Internet portal for Taiwanese industries that promotes and develops industrial e-marketplaces in Taiwan and also integrates with existing international e-commerce systems. This project achieved the goals of advancing Taiwan's information and communications technology industries (ICT) by providing access to global business opportunities for Taiwan's traditional industries.

IDEAS is actively engaged in advanced network technology and applications R&D, as well as benchmark studies. IDEAS pioneered introduction of RosettaNet standards in Taiwan, and has helped Taiwan's ICT industries to adapt to the most up-to-date global standards and industrial data exchange procedures.

Focusing on these government policies for industrial ICT development, IDEAS places its emphasis on developing ITeS solutions in service industries such as finance, health care, e-learning, logistics, and biotechnology. Combining resources from government, industry, and academic and research institutes, IDEAS is now designing and developing advanced e-commerce applications to help all industries to fully exploit ICT in their business operations. These applications often involve specific software domain knowledge of the target industries, with respect to a new generation of innovative business and service models.
